Public views sought on Randwick Council’s draft 2024–25 Operational Plan and Budget

The Randwick City Council community is encouraged to provide feedback on Council’s draft Operational Plan, Budget and Fees and Charges for the 2024–2025 financial year, with consultations now open until 30 May 2024.

The draft documents detail Council’s financial position, a proposed program of work – including $42m in capital expenditure on new and improved community facilities – and changes to rates and charges for the fiscal year beginning 1 July 2024.

“Randwick City Council has a proud tradition of working with residents, businesses and community groups to build a strong and inclusive city. We are grateful for the community’s ongoing participation and look forward to receiving input and feedback on our plans for the upcoming financial year,” said Randwick Mayor Philipa Veitch.

The proposed capital expenditure program includes upgrades to seven playgrounds, the transformation of Blenheim House into a creative arts space, upgrades to Matraville and Maroubra Junction town centres, the construction of a new recreational bike park, improvements to the Lionel Bowen Library, the Malabar Memorial Hall and Community Library and many more projects.

“We know how important it is to continue our focus on delivering quality projects and services across the community”, said Mayor Veitch.

“Thanks to the ongoing responsible financial management of Council’s budget, I’m pleased that we will continue to roll out an ambitious capital works program, delivering new and improved facilities that meet the evolving needs of the community we serve.”

The Operational Plan also outlines plans for Council-run services, environmental projects, and programs to support the local economy and community.

“Responding to climate change remains a key priority for Council. This coming year we will complete the planting of 2,000 new street trees and 5,000 native indigenous plant and shrubs, install five ultra-fast electric vehicle chargers for public use, continue our essential dune restoration and water saving work, and develop a plan for the management of future heatwaves”, said Mayor Veitch.

“We are excited to trial new initiatives to support our local economy, such as monthly Sunday markets in Maroubra, and working in partnership with local businesses and the State Government’s 24-Hour Economy Commissioner to build a vibrant, inclusive, and safe nighttime economy in Randwick.”

The draft 2024–2025 Budget details Randwick City Council’s continued sound financial position, with a net operating result for the year – before grants and contributions for capital purposes – of $3.8m.

Council’s total rates revenue is proposed to increase by 4.9 per cent – the amount set by the Independent Pricing and Regulatory Tribunal of NSW (IPART). Annual domestic waste management charges are proposed to rise by $26.55 to $689.90, a four per cent increase on the previous year.

Council has applied to IPART for approval to continue and make permanent the Environmental Levy which has been part of Council rates for 20 years. A decision is expected in May 2024.

Community members are encouraged to provide feedback on the proposed 2024–2025 Fees and Charges, Budget and Operational Plan before 30 May 2024 using the Randwick Your Say website or to view the documents at Council’s Administration Building or libraries.

Councillors will meet on 25 June 2024 to endorse on the final Operational Plan, Budget and Fees and Charges which to come into effect on 1 July 2024.
